Suffolk's countywide special education student population averaged 12.97%, with more than forty-eight percent of the districts exceeding the NYS Education Department's proposed acceptance standard, of little more than 12%. Though efforts are being made by the Regents to change this pitiful affront to the intelligence of the taxpaying public, progress is slow.
